Opportunity Information: Apply for VA GPD SN FY2025

The GPD Program Special Need Grant (Funding Opportunity Number: VA GPD SN FY2025; CFDA 64.024) is a Department of Veterans Affairs discretionary grant opportunity administered through the VA Homeless Programs Office under the Homeless Providers Grant and Per Diem (GPD) program. It provides renewal funding to support transitional housing and supportive services for eligible Veterans who are homeless or at risk of homelessness and who fall into specific special need categories. These special need populations include Veterans who are chronically mentally ill, frail elderly, caring for minor dependents, terminally ill, or women Veterans.

The VA is making approximately $5 million available per year for up to two years, with the intent to issue about 16 awards. This funding is specifically designed as a two-year renewal grant to help defray operational costs for currently operating GPD special need projects. A key emphasis of the funding is to offset costs that arise because the grantee is providing supportive housing beds in private rooms with private bathrooms, which can create additional operating expenses compared to more traditional congregate transitional housing models. The award period is structured so that funded operations are expected to begin on or around October 1, 2024.

Eligibility is highly restricted. While the broader GPD program can involve various types of entities (including state, county, city or township governments, special district governments, federally recognized tribal governments, public housing authorities/Indian housing authorities, and 501(c)(3) nonprofits), this particular NOFO is only open to one group: the 16 currently active GPD special need grantees. To qualify, an applicant must have originally been awarded under the March 4, 2021 NOFO (VA-GPD-SN-FY2021) and must still be in active status. No other organizations, even if otherwise eligible under typical GPD rules, can apply for this renewal opportunity. The VA maintains a list of active GPD special need grantees on the program website.

Applications must be submitted electronically through the VA instructions posted at https://www.va.gov/homeless/gpd.asp. Submissions are not accepted by email, mail, or fax. The application must be received as a complete package; if parts of the application arrive separately, they will not be combined and that can result in rejection or loss of funding consideration. The deadline is firm: applications must be received by 4:00 p.m. Eastern Time on April 15, 2024. Late applications are deemed ineligible, and applicants are encouraged to submit early to avoid technical issues, outages, or other last-minute submission problems. Application materials and additional guidance are also available via the same VA GPD website, and the NOFO itself provides supplemental direction to help applicants complete the online forms correctly.
